障害があるということは、災害時には普段以上のハンディとなる。 2011年3月11日の東日本大震災、未曾有の大災害の中、障害を持つ人々に何が起きたのか？ 福島県を中心に、被災した障害者とそこに関わる人々の証言をまとめた。 障害ゆえに、地震や津波から身を守れず、また必要な情報も得られない･･･。 「ここではとても生活できない」「周囲に迷惑をかけるから」と、多くの障害者が避難をあきらめざるを得なかった。そうしたなかで避難所に入った障害者を待ち構えていたのは…。 更には仮設住宅へ入居しても、そこでも大変な不自由が待っていた。 原発事故により市民の姿が消えた避難区域には、取り残された障害者が不安な日々を送っていた。大震災に翻弄される障害者と、その実態調査・支援に奔走する人々の、困難の日々。 住み慣れた土地を追われ、避難先で新たな生活を模索する時、涙とともに故郷への思いがあふれる。 被災地の障害者を取り巻くさまざまな課題や問題点が浮かび上がる。
